Project Description:


The Govt of Maharashtra's (GoM), Village Transformation Mission will be implemented across
1,000 of the poorest villages in the State, in phases over the next 2 years. This project is a joint
initiative of the GoM and 8 large corporate houses based in Maharashtra. It is being overseen
directly by a professional team in the CM's office at Mantralaya. The 1,000 villages will be
selected based on the prevalence of the lowest Human Development Index (HDI) parameters
across all districts in Maharashtra.

The VTM was announced last August by the CM and has moved to Implementation mode since
Jan 2017. HDFC is one of the 8 corporate partners alongwith the GoM. A new Section 8
company has been formed with all approvals in place for CSR compliance - it is called the
Village Social Transformation Foundation (VSTF). All the corporate partners sit as Directors
on the Board of VSTF alongwith 2-3 GoM nominee directors from departments such as Rural
development, Skilling, Water etc. Additionally, there is a Governing Council (GC) headed by
the CM and represented by Chairman level/promoters of the respective corporate partners.
For Phase 1, 180 villages have been selected across 8 districts. HDFC has been allotted 10
villages in Palghar district (6 in Dahanu & 4 in Mokhada blocks). 180 Rural Development
Fellows (RDF) have been hired by VSTF and assigned to live in each of the 180 villages. They
have received training at Yashada in Pune for 2 weeks, prior to their assignment in the chosen
villages. HDFC has 10 RDFs working in the 10 assigned villages over the past 2 months.

Detailed Job Description:


Presently, we have been assigned 10 villages in Palghar district. As and when the villages
increase, you will be overseeing the additional ones also, alongwith the new RDFs assigned to
these villages:

• Guiding and mentoring the RDFs and monitoring the implementation of the Village
Development Plan (VDP). Any immediate issues that the RDFs may face on ground
(personal or professional) will be handled by you.
• The one point contact between the HDFC HO team in Mumbai and the Fellows on the field.
• Assist in the development of the VDP and provide practical solutions for the issues that are
raised in the VDP, based on your knowledge and experience in this field.
• Knowledge of all applicable government schemes and linkages to the same in the project
villages.
• Identify grass root level NGOs working in Palghar and link them and the RDFs to
interventions identified in the VDF.
• Liaising with all requisite government officials, from DC to Gram Sevak to Sarpanch or any
other such persons.
You will report to the Foundation on a weekly basis (via telecom update/email reports) and be
available for a physical meeting at HO in Mumbai, atleast once a month for a detailed update.
