Vacancy of Head of Inspection - Adult Social Care, Central West Midlands
Reporting to the Deputy Chief Inspector of Adult Social Care, the Head of Inspection is responsible for inspecting and rating providers across the Central West Midlands patch of Central Region ensuring consistent application of CQC’s regulatory approach.
Job Purpose
Responsible for agreeing and signing off the inspection programme
Lead all enforcement activity in the geographical area of responsibility, escalating significant issues to the DCI as required
Personally lead and project manages individual inspections as required
Manages external stakeholder relationships in the area of responsibility
Line management of the Inspection Managers in the area of responsibility
Actively engages with the national CQC Leadership team
Acts as a positive role model internally and internally, championing CQC values at all times
Accountabilities
Operational Delivery
Responsible for the delivery of the inspection programme across the geographical area of responsibility, deploying permanent and associate staff as required
Responsible for the management of regulatory risk within the geographical area and ensures appropriate action is taken to protect the safety and welfare of people using services
Ensures consistent, evidence based judgements at all levels across the area of responsibility
Builds and maintains strong working relationships both internally and externally
Ensures effective external engagement and intelligence gathering/information sharing with all relevant stakeholders
Ensures effective internal engagement with senior staff in other directorates operating in the same geographical area of responsibility, to ensure an integrated approach to regulation
Works closely with the regional communications team and DCI to ensure effective internal and external communications management and media handling
Acts as an external ambassador for CQC via a variety of channels e.g speaking engagements, media work etc.
Staff and Resource Management
Provides line management to all inspection staff in the area of responsibility ensuring staff have the appropriate support to undertake their role and aid career development
Undertakes regular performance conversations with all direct reports and completes relevant documentation during annual appraisals
Ensures corporate KPIs are achieved within the area of responsibility
Ensure all activity is delivered within the agreed budget Strategy and Development
Translates organisational strategy to operational management via clear communication channels and ensures staff are clear on expectations, roles and responsibilities to support execution of the strategy
Works as a member of the directorate’s senior team to further develop and refine CQC regulatory policy and approach
Encourages a culture that values openness, honesty, support and challenge
Demonstrates consistently the CQC values and behaviours that generate trust from internally and externally

Person Specification
Essential:
Experience in a senior/ leadership role in a complex organisation
Experience of working in a Health and/or Social Care background
Experience of leading multi-skilled teams to execute strategy
Ability to manage complex regulatory and inspection activity
Ability to resource a project from a mix of permanent and flexible sources to successfully deliver objectives
Ability to interpret and challenge analysis
Excellent people management skills
Experience of engaging with people who use services
Experience of working with individuals at all levels including Executive teams
Excellent communication and presentation skills
Ability to present complex and potentially contentious information
Experience of undertaking/ managing inspections in a regulatory environment
Ability to use qualitative and quantitative data to make evidence based judgements
Desirable:
Excellent stakeholder relationship management skills, including experience of dealing with the media
Understanding of the Inspectorate’s landscape and its development
Expertise in using enforcement powers and techniques
Experience of managing budgets
Terms and Conditions
This role is full time.
Salary
Starting salary is £70,000.
Location
Home based, although you will need to travel across the Central West Midlands area and spend a proportionate amount of time in the Birmingham and London offices.
